Position Description

The Health Services Director plays a crucial role in overseeing the delivery of public health programs within the Monroe County Health Department. This position is responsible for ensuring that patient care meets the highest standards while adhering to regulatory requirements. The ideal candidate will possess strong leadership skills and a comprehensive understanding of public health operations, including disease intervention, harm reduction, maternal and child health, and communicable disease.

This is a 35-hour/week (minimum requirement) full-time government position. As a full-time employee of Monroe County, the Director participates in a public employee pension plan that contributes 14.2% of the base salary into a group investment plan with a 10-year vestment period. One can add up to another 10% of their salary to this plan as well. Monroe County offers employer-provided health & wellness center for free primary healthcare for all full-time employees and their family on their health insurance. Responsibilities
• The incumbent is responsible for supervising and directing assigned personnel, managing daily operations of a variety of health programs
• Provides division program oversight for chronic disease services
• Provides division program oversight for maternal and child health services
• Provides division program oversight for harm reduction services
• Oversees clinical support services for the prevention and treatment of infectious diseases
• As the Health Department's HIPAA Privacy Officer, the Director conducts routine training and maintains certifications of staff performing medical records management, ensuring accuracy and confidentiality in accordance with HIPAA regulations and compliance with patients' rights and regulatory standards
• Collaborate with department staff to provide high-quality health services

• Provide training and support to staff on best practices in patient care and regulatory compliance to ensure compliance with local, state, and federal regulations
• Candidate must be able to plan and oversee employee work schedules for optimal division efficiency and ensure annual goals and key performance indicators are being met


Qualifications:
• Minimum requirement is an Associate degree in nursing and Indiana license 
• Minimum 3 years of proven experience in management, particularly in public health settings relevant to the responsibilities listed above
• Familiarity with medical records systems and HIPAA compliance requirements
• Excellent organizational skills with the ability to manage multiple priorities effectively
• Strong interpersonal skills with the ability to communicate effectively with staff, patients, and families
• Experience and comfort with delegation of day-to-day responsibilities
• Experience building and maintaining systems of accountability for direct reports
